The problem is that the calibration of the rating is such that any vote below a 5, by the descriptors themselves, should be only be for things that are not games or intrinsically broken.
I'm assuming you meant anything below a 2, not anything below a 5. And I agree that it is not appropriate, based on on the official descriptions, to rate A:N a 1 (this is true of almost all items on this site). But there are lots of people who gives lots of games a 1 in a way that is not consistent with the strict descriptor of that ranking. The fact that someone gives a game a 1 does not automatically mean they are trying to manipulate the rankings, as opposed to (for example) really just not liking the game.
