It's my frictionless vacuum, and acknowledging the limitations of the system create the boundaries of understanding. As a model, it's not perfect, but it does create the min/max tolerances within the actual system has to operate.
So our boundaries are:
A single Sure Gambles will take anywhere from 2 (draw, play) to 7 (draw , play, credit x5) actions in order to net an acceleration of credits of +2. For the starting hand case, if you haven't spent any credits on turn one, then a Sure Gamble gets the benefit of the 'start of game granted credits and cards' and actually drops to a single play action for +4 credits.
Beyond the starting hand, draw actions (especially on the Runner side) need to be accounted for.
Later in the game if you drop below credit threshold then you have to factor in the credit pulls to get you able to 'play' the card.
If you can further accelerate the 'draw' (perhaps with Wyldside, which after start up costs makes each draw worth a non-discretionary 1/2 Action) you'll come out a bit more ahead.
There are lots of ways to distort the environment, which is why sometimes taking it to a completely frictionless vacuum is the best way to do an honest comparison.
